This thrust addresses Quality of Information (QoI) for semantically-adaptive networks to improve decision making. Research will identify which semantic frameworks have what kind of power with respect to information sharing per se, rather than to formal properties of the logics. Knowing the limitations of full, formal semantics, research will identify the pragmatic constraints in various use scenarios, described formally, and how these affect how and why a particular logic could/should be used. This will drive the fundamental theory that establishes how and in which form to best represent and communicate the information distilled to enable reliable and efficient decision making. It will also allow a more full understanding of the overall information capacity of networks. This in turn drives the configuration, management and allocation of resources in networks that convey the information to maximize the overall useful information content of the network.
